OSA-Parlay only specifies the interface of the service capability features, not their implementation in the servers or the technology for accessing them.  The current OSA-Parlay specification contains the following service capability features:

notifications of user location and user status

Presence and availability

identity management, requesting presence and availability information, notification of presence and availability events

Generic messaging

sending and receiving messages of any kind, manipulating mailboxes and mail directories

Terminal capabilities

interrogating a terminal for its capabilities

Connectivity management

negotiation and management of QoS and service level agreements

Policy management

setting and modifying policies, receiving policy events for policy enabled services

Account management

creating, deleting and modifying subscriber accounts

Charging

reservation and charging of units of volume or money against a subscriber account
